Arthur was born in Biggleswade in 1855 to William and Charlotte Bond In 1881, he is a lodger? Resident at 39 Manor Street but recorded as a Corporal with the Royal Engineers. He is with his wife Emily and son William H. (1) 10th October 1875, he married Emily Copps at St. Mary-the-Virgin, Dover, Kent. 1893 when with Wanderers Lodge his address is 6 St. Marks Terrace, New Brompton. In 1901, he is living at 39 Wellesley Road, Colchester. Recorded as a Clerk of Works at the War Department, but must have soon moved to 12 Claudius Villas, Claudius Road, Colchester by 1903, when he joined Comrades Lodge.

He died 5th November 1923, resident at 20 Gladstone Road, Colchester. He was an Army Pensioner and probate at Ipswich shows that Emily was willed £353 15s and 3d.
